where is the recommended starting point for installing kazoo these days?

you should use R15B

I don;t know the details of why, I can only tell you not to use R16B
anyway if you look at the newsgroups you will see over and over DO NOT USE R16B
so it's up to you ;-)
yu should prably use 3.20
2600hz said the next version of Erlang they target will be R18
ie skipping R16 R167
looks like 3.2 is in the base repo
3.20 is considered the stable release
