it should be listening on an address that is reachable in your subnet
let's say 10.0.0.1
for a 10/24 network
then in your router's dhcpd.conf
push it as: option domain-name-servers 10.0.0.1;

you also don't need to change the pf rules for this to work
you can force outbound connections to :53 to be redirected to 10.0.0.1 but it probably doesn't make sense for a home setup

then for dnscrypt, just start it and redirect unbound to that with forward-addr: 10.0.0.1@40 or so

there's also no reason to hide identity etc.
the dns server is not reachable from the outside (if you have proper firewall rules)
it only listens on the local interface
so you are trying to hide identity from yourself
