What exactly do you want to do against the bot? The only way is to use spam filters and every good ircd has them already.

Other ircds like the one i use differenciate between not allowing unregistered users to join and not allowing them to send messages into the channel.
There are 2 separate modes for this.

profi200: well, the bot very obviously behaves like archshift said, and so apparently the anti-spam isn't that good
you can specifically quiet unregistered users, though doing so gives a non-obvious message if they do try to speak
(just says they're banned without saying the cause)

In the end you only have 2 options: Either only allow registered users or setup a bot with very strict rules (can hit innocent users).

5 is too much. The bot ca easily be adjusted. At some point however the bot is forced to send messages very slowly or it will hit flood protections. So combine that with flood protection.
I vote for for registered users only. I have no problem registering my nick. I do that on other networks too.
Let unregistered users join but not send messages.

In the XMPP world, we rely on the server to throttle abuse, and to outright refuse to relay a message when its considered spam/flood.
I dont know much about IRC yet, despite having used it for quite long now. :/

The cluster system many IRC servers adopted is quite terrible at handling that kind of stuff.
Since youd basically have to run user-specified code on each node of the cluster.

I much prefer the federation system XMPP adopted, even though a specific server could implement clustering it will stay an implementation detail.
And obviously the protocol as well. ^^
